5/7/2003 , Washington, DC – Blackboard Inc., a leading enterprise software company for e-Education, has been awarded the Armed Forces Communications and Electronics Association (AFCEA) International Golden Link Award for 2003, in the U.S. Federal Government Category.

The AFCEA International Golden Link Awards showcase the most innovative and effective technology solutions utilized in the U.S. federal government. The project “Crossing Organizational Boundaries for e-Learning Excellence,” was managed in conjunction with the IRM College, National Defense University (NDU). An evaluation team consisting of senior representatives from government and industry recognized the Blackboard-IRM College project as a highly innovative solution to the specific challenges of interoperability and SCORM conformance in government e-learning.

A Blackboard client since 2000, NDU has consistently delivered innovative online education programs using the Blackboard platform. In late 2001, Blackboard and NDU developed a SCORM 1.2 compliant Building Block enabling the Blackboard Learning SystemTM to support educational content developed to this important industry standard.

“The IRM College and Blackboard collaborated to solve the serious incompatibility problem between current Commercial Off-the-Shelf (COTS) e-Learning software in use by the College and other government agencies, and newly-emerging Department of Defense standards, such as SCORM,” said Becky Nolan, Executive Vice President of AFCEA International. “By creating software that is 100% compatible with the new Department of Defense requirements, Blackboard clearly is a leader in the government e-Learning market.”

The Golden Link Award will be presented to Blackboard at TechNet International 2003, at the J-6 Luncheon on Wednesday, May 7, 2003. Visitors to TechNet International 2003 interested in learning more about this project can visit the Blackboard booth at the TechNet International 2003 conference, which will be held through May 8, 2003 at the Washington DC Convention Center. “We are pleased that the Blackboard/ NDU efforts have been recognized by AFCEA,” said Matthew Pittinsky, Chairman. “We remain committed to facilitating client success with our easy to use, standards based e-education platform.”
